Plus there are 5 more extra city-states with even more resources: *Except for Gold City Kingdom, that has multiple resources of gold. Each resource only appear TWICE* in the map and in different cities The city states are the ONLY* places where one can find luxury resources, so you MUST invade them. Matango: Medium rich but very undeveloped kingdom. Ice Country: Poor and undeveloped kingdom. Tasnica: Medium rich kingdom, very naval. Ice Country = Iroquois (quite isolated, cold country) Matango Kingdom = Japanese (not isolated, swamp country) Holy Land of Mandala = Indians (very isolated, mountainous country) Kakkara Kingdom = Arabian (The feble one, but rich in modern resources) Pandora Kingdom = Russians (As strong as Tasnica, land-based) Tasnica Kingdom = English (As strong as Pandora, naval-based) Gold City Kingdom = Germans (Richest of the team, tiny territory) The Empire = French (Strongest of the team, huge territory) I divided the civilizations in teams, note that evil team is in constant war with good team. If you avoid the "Load Scenario" in the set-up screen you can manage the advanced options an select the amount of civilizations plus other options BUT then the starting points are ignored and everything is messed up! Civilizations starting points are unbalanced, so "The Empire" will have more bonuses than "Ice Country" Made using Firaxis official world builder only Huge map based on the world map of Secret of Mana (Seiken Densetsu 2), a console game of SquareEnix. Well, my #2 experience with the world builder in Civ 5.
